SYSTEM FUNCTIONING PROBLEM ISSUES OF PERSONNEL PROFESSIONAL TRAINING OF THE STATE CRIMINAL AND EXECUTIVE SERVICE OF UKRAINE

The analysis of professional training system of penitentiary personnel that includes directions consideration of educational institutions activity, types of professional training, normative and legal base in the field of education is given in the article. Particular attention has been paid to primary professional training and professional development of private and command staff of the State Criminal and Executive Service of Ukraine in the educational institutions that are related to jurisdiction of the Ministry of Justice of Ukraine. The problems that are in the system of primary and professional training of private and command staff of the State Criminal and Executive Service of Ukraine and the methods of solving with them are determined. The ways of their solving are offered through: improving the essence of educational programs of professional advanced training; development of methodological materials that would meet the needs of the practice of criminal punishment; training of mentors as an important component of supporting a young worker in the process of his entering professional activities; determining the list of professions for penitentiary personnel that are to undergo advanced training courses and entering them into the National Classification of Professions; adaptation of foreign experience of selection and primary training of the penitentiary staff, combined with theoretical and practical training, internship in penal institution within one year under the guidance of a mentor; including into educational program of advanced training the persons of ordinary and commanding staff who have a seniority of at least 3 years, the themes related to mentoring; improving the skills of the management personnel on the basis of educational programs that have passed the examination both in higher educational institutions and international experts; obtaining a license from educational institutions subordinated to the Ministry of Justice of Ukraine and carrying out primary and advanced training of the penitentiary personnel; giving a certificate of a state standard for persons who have undergone an advanced training and for which the frequency of passing this procedure is prescribed by law; development and introduction of a system of advanced training with elements of distant education. The prospect of further research is the development of a model of an employee of the State Criminal and Executive Service of Ukraine.Key words: penitentiary personnel, primary professional training, advanced training, educational establishments, system of personnel professional training of penitentiary service.
